Penn DOT District 4-0 placed the first interstate pavement using FORTA-Fl® in the summer of 2013. A test section using fibers was incorporated into a stretch on I-81 in Lackawanna County in northeastern Pennsylvania. Two inches of pavement were milled off and replaced with two, two inch sections of PG76-22, one section with and without FORTA-FI®.
